Business Model Development of School Rooftop Solar Power Plant: Public Senior High School and Vocational High School in West Java

The acceleration of clean energy utilization in West Java is being implemented, in part, through rooftop solar power systems (PLTS) in schools. The objective condition of electricity installation usage in school buildings, particularly concerning the plans for rooftop PLTS installation, involves the application of the 'S-2' social PLN (state electricity company) tariff category, which is quite affordable, still below Rp 1000/kWh. Moreover, the operational budget regulations for schools dictate that electricity usage payments can only be made to PLN (and not to other business entities), presenting a challenge for private investments entering the school rooftop PLTS business.
