Green Economy Learning Assessment Indonesia (Executive Summary)
UNITAR conducts the Green Economy Learning Assessment (GELA) Indonesia as one of the main agenda Under the PAGE Indonesia. The overall objective of Green Economy Learning Assessment (GELA) in Indonesia is to develop a comprehensive, nationally executed skills development programme on green economy for civil servants within BAPPENAS, sub-national Governments, and other key stakeholders, in support of LCDI implementation. Ultimately, the activity will contribute to building up sufficient human capacity to advance inclusive and sustainable economic development in Indonesia. One of the immediate learning priorities for LCDI implementation relates to building capacity at provincial level to mainstream the LCDI approach into existing regional medium-term development plans as well as the next RPJMD. The first objectives of GELA Indonesia is to review existing institutional capacities to deliver learning activities related to the LCDI Phase 2 Framework which involving 5 components.
The overall objective is to develop a comprehensive, nationally executed skills development programme on green economy for civil servants within BAPPENAS, sub-national Governments, and other key stakeholders, in support of LCDI implementation. Ultimately, the activity will contribute to building up sufficient human capacity to advance inclusive and sustainable economic development in Indonesia. More specifically the assessment aims to:
1) Analyze learning needs and priorities for advancing an inclusive green economy in Indonesia according to the LCDI Framework agreed with BAPPENAS including relevant issues for building sustainable recovery, such as green job and resource efficiency.
2) Review existing institutional capacities to deliver learning activities related to the LCDI Framework’s prioritized components.
3) Elaborate a concrete action plan and training strategy based on the findings including opportunities for strengthening and up-scaling the delivery of green economy learning within BAPPENAS and other relevant institutions at national and sub-national level
Considering the COVID-19 momentum for enhancing initiative of “BAPPENAS’ Build Back Better” to strengthen national development agenda, the GELA will contribute to address COVID-19 economic recovery and transformation in the context of the mainstreaming of LCDI into the implementation of National Mid-Term Development Plan (RPJMN) 2020-2024.
